Ran a variation of this build through few conquest missions and totally wreaked with it. But then my Live subscription ran out...

 

Weapons:

Right Arm: AM/RFA-222 (3 Pwr)

Left Arm: YAKUMO modl. 1 (3 Pwr)

Shoulder: Reserve Mags (80)

Left Bay: AM/BRA-224 (2 Pwr, 1 Acc)

Right Bay: TE Defense Shield (not sure if I really want it or not)

Body:

Head: HA-111

Core: CA-215

Arms: AR-M-W17

Legs: L24 Forehead

FCS: FA-215

Generator: GA-210

Boosters: Bo-C-L13

I would run HSM in the shoulder so that you have something to cause stagger which would make your weapons hit harder. You probably have weight issues though. You could always launch overweight, take your sniper shots, then drop it but you need to be comfortable with that playstyle before you try it in PvP.


Anything can be solved with the proper application of explosives

Which is the playstyle I've been rolling with since ACV because all my decent builds carried a Sniper Cannon on them. Remind me again what HSM is? It's a missile system right?

High Speed Missile. They use high impact force so 

 

One thing you have to remember is that ineffective damage took a heavy nerf in ACVD, so if a rifle isn't hitting over the enemy's defense benchmark, it's pretty useless and you might as well run a machine gun. Even the highest DPS rifle is half the DPS of the best machine gun. 

 

Would you mind posting the defense stats, recoil resistance, stability, arm firing stability, turning speed, and boost/HB speed? That would greatly help so we don't have to build the AC to examine it. The status quo is sort of that if you post a garage AC, it's going to be critiqued.

Sure thing, but you'll have to wait awhile because I got a few errands to run first. I'll be sure to post them when I get back though. I will say this, the defenses are pretty pitiful and the role I typically do well in is medium ranged support when I purge the cannon, or straggler killing.
